The operation is the result of investigations that showed how government employees enter false data into SUS systems, to make it appear as an increase in the number of health care services, and thus the municipality receives more federal resources. In the case of Urbano Santos, investigations identified distortions in the production of outpatient procedures related to rehabilitation after COVID-19, funded by the Strategic Actions and Compensation Fund.
