A new global border control regime

This new approach introduces critical biosafety controls for European Union (EU) products, using a global model based on risk, data and technology, with the aim of reducing friction and costs for companies and consumers, as well as simplifying the transport of goods. Implementation of the regime will be phased in three key phases:

· January 31, 2024 – Introduction of health certification for imports of animal products, plants, plant products and high-risk food and non-animal food from the EU. Removal of pre-notification requirements for low-risk plants and plant products from the EU.

· April 30, 2024 – Introducing risk-based physical and documentary identification tests on animal products, plants, plant products and high-risk food and food of non-animal origin from the EU. Current inspections of high-risk plants/plant products from the EU will move from destination to border control positions.

· October 31, 2024 – Mandatory presentation of H&S declarations (Safety and security notices) to import from the EU to the UK.
