“But if someone confuses our good intentions with indifference or weakness and intends to burn these bridges or even blow them up, he should know that Russia’s response will be disproportionate, swift and dangerous.”
He said that Russia will determine the location of its borders in each case separately.
His comments were the highlight of a 78-minute speech dominated by Russia’s response to the Covid-19 pandemic and the resulting economic hardship.
In recent weeks, confrontation has escalated between Russia and Western countries, who say Moscow is massing tens of thousands of soldiers near Ukraine.
