UK to toughen fight against pornographic deepfakes

The amendment builds on changes to laws punishing image abuse based on a campaign by Congresswoman Dame Maria Miller and the Law Commission.

“I welcome these government measures to help victims and survivors stay safe online, on the streets and in their own homes,” said Domestic Abuse Commissioner Nicole Jacobs.

This includes a practice known as “downblousing”, where pictures of a woman’s blouse are taken without her knowledge.

The government’s decision takes into account the high proportion of cases in the UK involving threats to share intimate images and global concerns about the use of deepfakes to share fake images or videos without your permission, usually containing some pornographic content.

In the report, the Ministry of Justice cites estimates that one in 14 adults in England and Wales have already experienced some form of intimidation for sharing an intimate image. Between April 2015 and December 2021, a total of 28,000 reports of the distribution of sexual images without the consent of the victims were registered.

“With the Online Safety Act, I’m making sure that tech companies stop illegal content on their sites to protect children, but we’ll also update the criminal law to prevent terrible crimes like cyber-flashing,” said Michelle Donnellan, secretary of state for digital.
